Preparing Dangerous Goods Consignment
Course Objectives
This course is intended to meet the regulatory training need in compliance with all safety and regulatory requirements to prepare dangerous goods consignments and the necessary accompanying documentation for transportation by air with complete confidence.
Paragraph H.1.1.2 in the IATA Dangerous Goods Regulations (DGR) Appendix H establishes that personnel must be trained to competently perform the specific function for which they are responsible. This clause forms a foundation of the Competency-Based Training and Assessment (CBTA) framework implemented by IATA. These responsibilities are determined by the specific functions the personnel perform and not by their job titles.
This course specially targets personnel responsible for preparing dangerous goods consignments for transport, includes packing, marking, labelling of packages and overpacks and documentation suitable for air transportation.
Upon completion of this CBTA course, the individual is accredited to sign on DG Declaration and fulfill the responsibilities of shippers, packers and operators' s staff acting as shippers.
Course Outline

Who Should Attend?
- Personnel to be accredited to sign on DGD declaration form
- Shippers
- Persons undertaking the responsibilities of shippers, including operator’s staff acting as shippers Operator’s staff preparing dangerous goods as Company Materials (COMAT)
- Packers
- Freight forwarders involved in preparing dangerous goods on behalf of shippers
Accreditation & Examination
SAAA’s co-branded IATA Secured Digital Award (SDA) Certificate is awarded to participants who successfully obtained a grade of 80% or higher based on overall assessment format. Pass with distinction is awarded to participants who did exceptionally well at above 90%.

Example:
Trainee A, PR aged 35 years old: Full course fee, excluding Radioactive Materials ($1200) – Grant ($600) = $600 + 9% GST = $696
Trainee B, Singapore Citizen aged 45 years old: Full course fee, including Radioactive Materials ($1400) – Grant ($980) = $420 + 9% GST = $532
*GST calculation is based on full course fee.
SSG Funding Eligibility / Grant Disbursement Criteria:
- Singapore Citizens or Singapore Permanent Residents
- Course fees have been fully paid within the stipulated timeline. (For employer-sponsored trainee, course fees must be received from the company's account)
- Trainee must achieve at least 75% attendance.
- Trainee must pass all prescribed tests / assessments.
- There is employer-employee relationship and CPF contribution for employer-sponsored trainees.
- Funding application is subjected to approval by SSG.
- SAAA Cargo Services Pte Ltd reserves the right to recover the funded amount from trainee / company if the trainee did not meet the eligibility criteria.

Withdrawal and Refund of Fees
On withdrawal of course upon acceptance, participant is required to write to SAAA Cargo Services Pte Ltd through their respective companies. Refund is only applicable based on the notification period. Else, below penalty applies.
